The hydraulic turbine governor is equipment for controlling the guide vanes by detecting turbine speed and its guide vane opening in order to keep the turbine speed keep stable or to regulate it's output.
Accordingly, the controllability of the power station and the quality of an electric power depend upon the performance of the governor. And, the governor is entrusted with a position of large responsibility as the primary regulator to control the major factor of the power station.
