ROTES consists of an adjustable speed generator and flywheel. ROTES suppresses frequency fluctuations caused by sudden and frequent load changes in the power system. The first unit has been successfully operated on Okinawa island in Japan since 1996. The frequency fluctuations are suppressed by storing electric energy as flywheel energy, or outputting the electric energy from flywheel energy.
